How Can You Fix - Autoplay does not start?

Autoplay does not start

I'm running Windows 7 Ultimate 64-bit .
Autoplay doesn't seem to launch when I insert a flash drive, SD memory card, or CD. 
 
I'm not sure when it stopped working, but Autoplay used to launch when a device was connected.  Specifically, I've imported pictures and videos from my camera's SD card using the Windows application numerous times.  The most direct symptom seems to be when
I choose the right-click option "Open Autoplay..." in Explorer, nothing happens.  (Or something happens so fast, I see nothing.)
 
Some things I've verified based on searching other posts:
1.
ShellHWDetection is running and starts automatically.
2.
The Autoplay settings under control panel seem normal.
3.
When I attach my iPhone to sync, the pictures are imported by Windows (I gather Autoplay makes this happen.)
4.
I checked the Registry, and keys 'NoDriveAutorun' and 'NoTypeAutorun' are not present, i.e.
I didn't mess with the registry!
5.
I've found two similar posts, and the solution was to stop the Moto Helper service (installed with a Droid X phone).  I don't have this installed on my system!
 
I suspect a service or program is messing with Autoplay.
 
Any ideas on how to track the offending service down?  (My only System Restore Point is too old to be useful.)
 
Alternately, is there a manual way to launch the Windows picture and video import program?
