AutoPlay always on for external disk drives after PC starts - Windows 7

I am having the same problem as Clifford 1740! I actually have two PCs both large HP desktops running Windows 7.
System 1 has just been upgraded to Windows 7 from a Vista SP2 OS.
This is the machine that has the problem!
Systems 2 is a brand new HP desktop running Windows 7 with two external disk drives and NO problem here!!!
I have compared AutoPlay settings line-by-line between the two PCs are they are the same!!! Any resolution to
this problem yet?

Hi Vietnam-Vet,
To disable the Autoplay in Windows 7, follow the steps provided below:
a.      Click the Start and Input "gpedit.msc" in search box, and then click the result to open the gpedit.
b.     Expand Administrative Templates >Windows Components > Autoplay Policies in order.
Then double click "Turn off Autoplay"
c.      Click Enabled, and then select All drives so that you can disable Autorun on all drives.
Click Ok at last.
After restarting your computer, you have done all the needed work to disable Auto Play in Windows 7.
