Authentec Biometric Reader wont read when "pc is locked", login works flawlessly

Authentec Biometric Reader wont read when "pc is locked", login works flawlessly.

The reader comes off without a hitch during normal login attempts.
Only when the pc is locked by me or windows that it ceases.
Occasionally before I thought it worked a couple times as you could see windows processing the data, but when I actually started testing
it I couldnt get the varying results.
Is this likely a windows thing or a authentec problem?
I sortof feel that its windows locking it out, but I'd like to hear from anyone who has experienced this.

If you may, try looking into the power settings.
It seems to be linked to the windows power settings, so yes, it is windows shutting down the port on certain power settings.
I'm not sure if it works every time on the full power setting, but it works more
