How to Fix Problem - annoying jump-up ads?

Something has avoided my security software.  Often when I use IE an annoying LOUD ad will jump in front of the site that i seek.  The ads vary, are usually loud, one in particular blares ghetto music with a bad stereotype offering to make me millions.  Another
boasts hot available women in my zip code. 

In trying to access this forum, it happened again and the following url appears.  It's annoying and portentially embaressing.

Can anyone coach me how to block this annoyance?

In this method we will try to Boot in Safe mode with Networking and see if the error still persists.

• Search "MSCONFIG" and Open.
• Click on Boot Tab
• Tick Safe Boot in Boot Option
• Select Network.
• Click Apply and OK.
• Reboot your System.
