Cannot Access CERTAIN Web Sites All Off A Sudden

I do not know what happened from midnight to 6 a.m., but I can no longer access certain web sites. I run Windows XP, have for years and years, maintain my computer constantly with Spybot, Malwarebytes, Adaware, etc., clean my temp.

files and cookies,
and defrag all the time. Very careful with my computer. However, this morning I get the message, when I try to access, for example,www.capitalone.com, which is my bank web page I got to sometimes a
few times a day, or evenwww.adobe.com. Just get that message on the page saying IE cannot display the page.
I have reset my modem/router, done all of the above-mentioned things, even tried to restore my computer to an earlier time when it was fine, not to mention lowering my security level to medium instead of medium-high. Oh, yes, also reset my IE8 to default
settings. NOT A BIT OF HELP. Still does not load certain sites.
Any suggestions would be very much welcomed. Thank you.

CapitalOne DNS records appear to have a very short Time To Live and the host name that you use is an alias, so if your DNS is too slow for IE's liking you could see your symptom with it.  Furthermore it doesn't allow ICMP so testing with a normal ping command
would be too slow.

In order to let IE use cached DNS records you might have to make a cmd script out of these 3 commands:
    ping -n 1 -w -1 www.capitalone.com
    ping -n 1 -w -1
www.wpex.capitalone.com
    iexplore.exe www.capitalone.com
If iexplore.exe isn't in one of the directories listed on the PATH environment variable you would have to either start from the directory it is in or make the call explicit.
Alternatively, create a temporary lookup in your HOSTS file for the site and notify your ISP about your problem.

In the File Name box, type a name for your backup file, such as "Windows Operating System Backup".
In the Export Range box, be sure that "Selected branch" is selected.
Click Save.
The file is then saved with a .reg file extension.
You now have a backup of your MACHINE_CHECK_EXCEPTION-related registry entry.
