Can't uninstall software intended for other operating systems from my computer

A friend helped me download a program in my computer and since I don't use it I went to uninstal it and I keep getting an error message
 " The installation will be terminated at this time, This software is intended for Windows 98, SE, ME, 2000, or above versions only."
 Don't understand how it was allowed to download in my computer to begin with but  now HOW do I get it out of my computer????

2. Open Control Panel.
3. Go to Windows Error Reporting.
4. Click on System and Maintenance, then click Problem Reports and Solutions.
5. Next, click Change Settings located on the left side panel of the Problem Reports and Solutions window.
