Can't Download apps from Internet

I am trying to download different programs from the internet, that i have used with previous version of windows.
example, mozilla, winamp, etc.
here is the problem.
IE, i'm on the lastest version I upgraded from windows updates.
I am on windows vista Business
x64 bit.
It' shows data ebing downlaoded and transfered to my computer, but nothing shows up.
i have tried putting the data in different places on my data.
1.
the desktop 2.
in a folder in my computer 3.
in the default user's data folder.  I am logged in as
administrator also.

Parental Controls would have to be set by an Admin.
GPedit is part of Business and Ultimate Vista, and
Professional and above in Win 7.

Parental Controls - IE - Internet Options - Content tab - Parental Controls.
If you are Admin and did not
